Capital Eye Vol. 13 No. 5: Hump Week – Halfway Over, Session Speeds Up
Last week we hit day 30 of the 60 calendar day session. Committees are meeting earlier and lasting longer, and floor sessions are going on for hours as the work of the 2020 legislative session barrels toward several deadlines this month. There are now 1,340 bills introduced in the House, and 740 in the Senate. Crossover Day, when these bills must move out of their house of origin or die, is a little over two weeks away - February 26th. The 11th is the last day to introduce bills in the House, and the 17th is the deadline for the Senate. More

Criminal Justice Reform Has Positive Momentum
Criminal justice reform is one of the few issues that enjoys bipartisan support among legislators. As the 2020 session got underway, key legislative leaders indicated parole and other reforms would be a priority as a way to reduce prison overcrowding, save the state money, and help with the state’s workforce participation rate, in addition to giving those who have been incarcerated a second chance. Take Action: Tell the CFBP to keep its strong payday lending rule!
The Consumer Financial Protection Bureau (CFPB) is rolling back a recently created rule that requires predatory payday lenders to make affordable loans. Without this rule, payday loan sharks can prey on vulnerable consumers with debt trap loans causing default on other bills, overdraft fees, and even bankruptcy. Even though payday lending is illegal in West Virginia, many people fall victim to predatory lending in our neighboring states or online. A strong rule is so important to protect people from falling into the debt trap. More

Foster care, education, and courts - described below in this week's articles - are a major source of the legislative indigestion. This tends to happen when one political party has control of all three branches of government - there is no reason to compromise so there is little reasoning going into major legislation. Unfortunately, Brett Kavanaugh just got closer to confirmation. Earlier today, the Senate voted 51-49 to advance Kavanaugh's nomination to a final vote. Senator Joe Manchin was among those who voted to advance the nomination, but that doesn't mean the fight is over. He and other Senators who voted 'Yes' on this procedural vote could still vote 'NO' in the end. Please call Senator Manchin and tell him to vote NO on Kavanaugh before it's too late - (202)-224-3954. For the sake of every survivor, and for everyone of us who will be harmed by the anti-democratic decisions he will make if he gets a lifetime appointment to the court, we must continue to make our voices heard. More

Senator Joe Manchin is continuing to solicit thoughts and concerns as he evaluates Supreme Court nominee Brett Kavanaugh ahead of a vote by the full Senate. While Kavanaugh's confirmation will push SCOTUS further to the right, it is quite possible that at the state level a single party, through a pre-planned partisan impeachment process, will seize control of the WV Supreme Court of Appeals for the next 2 years. Take action to save our courts, and if you're in the Charleston area, join us for a community conversation about the Supreme Court impeachments why they matter, and how they affect West Virginians.
