One of the most critical and least talked-about activities of West Virginia Citizen Action is that we offer fiscal sponsorship to grassroots community groups who want to fundraise and organize for change in their backyards. One such project, the No Parks, No Libraries, No Levy group out of Cabell County, was formed last year in response to the Cabell County Board of Education’s proposal to slash the budgets of the Cabell County Library System and Greater Huntington Parks and Recreation District from their excess levy, a practice that voters’ have enthusiastically authorized since the 60’s. With some good old-fashioned community organizing, the voters failed the levy in this year’s primary election while still voting a resounding YES on the two other levies. The group hopes to work together with relevant entities’ boards, other community organizations, and leaders to pass a levy that will satisfy all parties in November.
