On Thursday, the House Finance Committee originated HB 3815, a so-called “trigger bill.” If Congress cuts the Medicaid Budget by even one penny, this bill will eliminate Medicaid coverage under expansion and leave over 166,000 West Virginians with no affordable healthcare—10% of the state’s population.
Rural hospitals and providers also rely on Medicaid in order to keep their doors open; Approximately 21 percent of hospital revenue in West Virginia comes from Medicaid.
Cutting health coverage for hundreds of thousands of West Virginians will end up costing the state more in uncompensated care, increased chronic health conditions, and poorer health outcomes. Cuts to Medicaid impact everyone in our state regardless of where they get their health coverage.
Research shows that expanded Medicaid eligibility for the whole household is associated with a reduced risk for child welfare system involvement; Medicaid expansion is the primary funding source for Substance Use Treatment in WV; and Medicaid expansion plays a vital role in keeping rural hospitals open, which impacts all who are served by those providers.
