Here are updates on some of the bills we highlighted last week, plus new items.
Climate & Energy: We’re working on legislation to protect ratepayers from ever-growing power bills, including some Public Service Commission (PSC) reform and, hopefully, some solar support but we need our base to show how important this issue is to WV lawmakers.
Meanwhile, HB 4012 aims to reduce regulatory burdens on utility companies; amendments require the PSC to consider benefits to ratepayers and to report on advanced transmission technologies. Learn more.
Data Centers: HB 4983 advances site certification rules but lacks important transparency provisions, and a water-impacts amendment was rejected. HB 4013’s additional tax cuts and incentives have not returned to committee. Learn more.
Healthcare: SB 173 would make it a felony to mail abortion pills. On budget priorities, Morrisey’s tax-cut pitch relies on one-time surplus funds to cover ongoing costs, including Medicaid. Learn more.
Democracy & Human Rights: SB 61 and HB 4600 tighten election rules, and SB 615 and HB 4433 advance immigration enforcement.
- Commentary: A member of CAG’s Mountaineers Indivisible Citizen Action (MICA) reflects on her childhood in communist Czechoslovakia and why today’s crackdowns on immigrants and civil liberties feel frighteningly familiar. As a naturalized citizen, she urges Americans to learn from history and stand up for democracy now.

Holding Polluters Accountable in West Virginia
Two news pieces featuring Morgan King, WV CAG’s Climate and Energy Program Manager, cut through the “economic development” hype and focus on public health, transparency, and community power.
In her WV Watch commentary, “Garbage Wars 2.0,” she argues “advanced recycling” is plastic incineration repackaged, shifting costs and risks onto West Virginians while out-of-state companies profit. In a PNS interview, she explains why stronger, community-based air monitoring is essential for local air quality data.
Demand ICE Accountability
Last week, we sent out an action alert on this issue—and there’s still time to take action and make your voice heard.
The pressure is working. Last week, people across the U.S. called their senators, and together we stopped Congress from rubber-stamping huge new budgets for ICE and Border Patrol.
We’ve got momentum. Let’s keep it up.
