The 2021 legislative session is now history, albeit a rather dark page as far as sessions go. We had some wins which, as Julie noted, can be counted on one hand. As with any session, killing off terrible bills took up a major chunk of everyone’s effort and there were successes on that front also. More

Budget Battle Over (For Now)
West Virginia dodged the bullet at the last possible moment. However, this is not a budget to celebrate. It cuts higher education and Medicaid and doesn’t raise enough new revenue to keep this annual fight over cuts v. revenue from playing out again next year and into the future. More

Bait & Switch – Promised Rate Decrease Turns into $96 Million Hike
The West Virginia Supreme Court of Appeals approved a PSC order that passed on to WV utility customers the $800 million dollar cost of the Harrison power plant. The PSC order upheld by the Court claimed the net impact of the 2013 sale of the Harrison Plant (from one of First Energy’s Ohio holdings to its Mon Power WV subsidiary) would be a $16 million decrease in consumer’s electric rates. One week after getting the Court’s approval, Mon Power now wants to increase its rates by $96 million. More

I’m inspired this cold, snowing morning to hope for better times in WV with this news article which describes our WV-DHHR’s commonsense (and effective) approach to enrolling as many into Medicaid expansion as fast as possible. We are now number one in the nation on Medicaid and such a positive move makes it possible to imagine many more progressive “wins.” More
