On the last day of session, the legislature passed HB 4013, a bill that would require voters to provide identification at the polls. While automatic voter registration was amended into the bill, the fact that voter ID discriminates against minorities, students, low-income individuals, and seniors still stands. Now the bill's fate lies in the hands of Governor Tomblin who can either sign it into law or veto it by March 30th. More

The undersigned 234 organizations strongly oppose H.R. 4731, the “Refugee Program Integrity Restoration Act of 2016.” This proposed legislation would dismantle the U.S. Refugee Admissions Program, which has been a critical humanitarian and diplomacy tool for over three decades. With more than 60 million refugees and displaced people around the world, it is critically important that the U.S. demonstrates global leadership by welcoming refugees. Enacting legislation that would send the message that refugees are not welcome here is a sharp departure from our nation’s character as a beacon of freedom and our history as a country founded by refugees and immigrants. Wednesday is “crossover day” when all bills must be voted out of their house of origin (Senate or House of Delegates) and pass over to the other, or be considered “dead.” Dead is in quotes because there are numerous ways for leadership to resurrect a bill after crossover, but these zombie bills are a topic for another week. Unfortunately, the LEEP Act is in danger, and we need you to take action immediately! After sitting on the plate of the Energy Industry and Mining Committee for weeks, it was finally put on the agenda, unanimously approved, and sent to the full Senate. In a surprise last-minute move on the Senate floor, the bill was assigned to the “Rules Committee.” The Rules Committee is where the Senate Leadership puts bills that it wants to put the brakes on and, like purgatory, sometimes a bill never leaves. Oh, SNAP!
At the beginning of the year, Governor Tomblin imposed a pilot in nine counties across the state that would require Supplemental Nutrition Assistance Program (SNAP) - also known as Food Stamps - recipients to work 20 hours a week if they are able-bodied adults between the ages of 18 and 50; this pilot does include exemptions for individuals with dependents or who have mental or physical disabilities. During session, our legislature has been continuously proposing bills that would create stricter requirements and reduce SNAP benefits even further. While these work requirements may sound good, there are major issues we should consider before implementing such requirements. More

Republicans in the House of Delegates are pushing a bill that would suppress our right to vote. Last week, the House Judiciary Committee advanced HB 4013, which would require voters to provide photo identification when voting. The bill passed the committee on a strict party-line vote, with Republicans voting in favor and Democrats opposed, and will be voted on by the full House TOMORROW. Take action NOW to stop Republicans from suppressing our right to vote! More

Senate GOP Stalls Campaign Finance Bill
SB 408, a campaign finance bill that would increase contribution limits, stalled in committee after Senators amended the bill to increase disclosure of third-party political spending. It remains to be seen if the bill will reconsidered. In the meantime, six Democrats in the House introduced HB 4527, which would require any group that spends more than $1,000 to influence our elections to say where the money came from. The bill would also close the “covered transfers” loophole that allows so-called “social welfare” groups to serve as money conduits to Super PACs. More
